Workshop Title Surveillance – Restoring trust on the Net

Specific Issues of Discussions & Description The revelations made by Edward Snowden have brought to light the arbitrary and excessive mass surveillance programmes carried out by various states. This unprecedented act of mass surveillance has eroded the trust that users have invarious online platforms. The business models of many online service providers that focus on monetising from the large base of subscribers have also compounded the problem. To assert the importance of protecting the privacy rights of people around the world, many civil society organisations came together to formulate a set of principles called the International Principles on the Application of Human Rights to Communications Surveillance. The Asia Pacific region is also not exempt from the issue of arbitrary surveillance and there is a pressing need to have a discussion on the issue and to stress the importance of surveillance procedures to comply with the necessary and proportionate principles.The panel will discuss the following issues:• Mass surveillance v/s targeted surveillance• Safeguards to prevent arbitrary surveillance• Protection of user data and the role of Online Service Providers.
